# DoDEA 4th and 8th Grade Students Continue Strong Performance

ALEXANDRIA, VA — November 13, 2013 — Department of Defense Education Activity (DoDEA) fourth and eighth grade students continued their strong performance on the National Assessment of Educational Progress (NAEP) 2013 Reading and Mathematics Assessments.

The NAEP Reading and Mathematics Assessments were administered to fourth and eighth grade students in the nation’s public schools from January to early March 2013. DoDEA’s domestic and overseas schools participated in the NAEP as a single jurisdiction. The NAEP Reading and Mathematics scale ranges from 0 to 500.

**DoDEA 2013 NAEP RESULTS/2-2-2**

**4th Grade Reading**

In 2013, the average score on the NAEP Reading Assessment was 232 while the average score for 4th grade public school students was 221.

The DoDEA average score of 232 on the 2013 NAEP Reading Assessment was significantly higher than the average score of 229 in 2011.

The DoDEA average score of 232 on the NAEP Reading Assessment was higher than the average scores in 48 states/jurisdictions, and not significantly different from those in 3 states/jurisdictions.

**8th Grade Reading**

In 2013, the average score on the NAEP Reading Assessment was 277 while the average score for 8th grade public school students was 266.

The DoDEA average score of 277on the 2013 NAEP Reading assessment was significantly higher than the DoDEA average score of 272 in 2011.

The DoDEA average score of 277 on the NAEP Reading Assessment was higher than the average scores in 48 states/jurisdictions, and not significantly different from those scores in 3 states/jurisdictions.

**DoDEA 2013 NAEP RESULTS/3-3-3**

**4th Grade Mathematics**

In 2013, the average score on the NAEP Mathematics Assessment was 245 while the average score for 4th grade public school students was 241.

The DoDEA average score of 245 on the 2013 NAEP Mathematics Assessment was significantly higher than the DoDEA average score of 241 in 2011.

The DoDEA average score on the 2013 NAEP Mathematics Assessment was higher than the average scores in 28 states, lower than those in 7 states/jurisdictions, and not significantly different from those scores in 16 states/jurisdictions.

**8th Grade Mathematics**

In 2013, the average score on the NAEP Mathematics Assessment was 290, while the average score for 8th grade public school students was 284.

The DoDEA average score of 290 on the 2013 NAEP Mathematics Assessment was significantly higher than the DoDEA average score of 288 in 2011.

The DoDEA average score on the 2013 NAEP Mathematics Assessment was higher than the average scores in 34 states/jurisdictions, lower than those in 5 states/jurisdictions and not significantly different from those scores in 12 states/jurisdictions.

DoDEA Acting Director, Adrian B. Talley, noted that while DoDEA’s results continue to be above the national average, DoDEA’s efforts on adopting the Common Core State Standards will bring more emphasis on rigor and relevance to curriculum and eventually result in more significant improvements in student performance.

“We are pleased with our NAEP Reading and Mathematics Assessment results,” said Mr. Talley. “We also continue to work at decreasing the minority achievement gap for our students,” he added. “While these are commendable achievements, we know that our student performance in mathematics has to be stronger. To that end and to benefit our overall curriculum and student performance, we will continue to work diligently at ensuring we implement the first phase of the Common Core State Standards in English/Language Arts and

The National Assessment of Educational Progress (NAEP) is the only nationally representative and continuing assessment of what America's students know and can do in various subject areas. Assessments are conducted periodically in mathematics, reading, science, writing, the arts, civics, economics, geography, and U.S. history. NAEP does not provide scores for individual students or schools; instead, it offers results regarding subject-matter achievement, instructional experiences, and school environment for populations of students (e.g., fourth-graders) and groups within those populations (e.g., female students, Hispanic students). NAEP results are based on a sample of student populations of interest.

**Additional Key Findings for the 2013 NAEP Reading Assessment**

**Highlights for DoDEA students’ performance on the 2013 NAEP Reading Assessment include:4th Grade:**

In 2013, 43% of DoDEA students performed in the Proficient or Advanced achievement levels, which was not significantly higher than the 39% of DoDEA students that achieved Proficient or Advanced achievement levels in 2011. DoDEA’s percentage of students in the Proficient or Advanced achievement level was higher than the percentage in 40 states/jurisdictions, not significantly different from those in 10 states/jurisdictions and lower than one state/jurisdiction.

The percentage of DoDEA students in the Basic or Below Basic achievement levels in 2013 was 57% - lower than the 61% result in 2011.

**8th Grade:**

In 2013, 45% of DoDEA students were in the Proficient or Advanced achievement levels, which was significantly higher than the 39% in those achievement levels in 2011. DoDEA’s percentage of students in the Proficient or Advanced achievement level was higher than the percentages in 43 states/jurisdictions and not significantly different from those in 8 states/jurisdictions.

The percentage of DoDEA students in the Basic or Below Basic achievement levels in 2013 was 55% - and not significantly different from the 61% in those achievement levels in 2011.

**Highlights for DoDEA students’ performance on the 2013 NAEP Mathematics Assessment include:4th Grade:**

In 2013, 45% of DoDEA students performed in the Proficient or Advanced Achievement levels, which was significantly higher than the 39% in those achievement levels in 2011. DoDEA’s percentage of students in the Proficient or Advanced achievement level was higher than the percentage in 26 states/jurisdictions; not significantly different from those in 17 states/jurisdictions; and lower than the percentages in 8 states/jurisdictions.**2013 DoDEA NAEP Results/5-5-5**

The percentage of DoDEA students in the Basic or Below Basic achievement levels in 2013 was 55% and was significantly lower than the 61% of students in those levels in 2011.

**8th Grade:**

In 2013, 40% of DoDEA students were in the Proficient or Advanced achievement levels, which was not significantly higher than the 37% in the Proficient or Advanced achievement levels in 2011. DoDEA’s percentage of students in the Proficient or Advanced achievement level was higher than the percentages in 27 states/jurisdictions; not significantly different from those in 19 states/jurisdictions, and lower than the percentages in 5 states/jurisdictions.

The percentage of DoDEA students in the Basic or Below Basic achievement levels in 2013 was 60% and was not significantly lower than the 64% of students in those achievement levels in 2011.

**DoDEA’s Minority Students’ Achievement**

DoDEA’s African American and Hispanic students continued to score higher when compared with their stateside counterparts at both grade levels tested in reading and mathematics. However, score gaps between the DoDEA White students and minority groups continue to be evident.

**DoDEA African-American Students:**

In 2013, DoDEA’s African-American 4th grade students scored an average of 222, on the NAEP Reading Assessment, which is 13 points lower than the White students’ average score of 236. DoDEA’s achievement gap of 13 points is less than the national public achievement gap of 26 points.

In 2013, 29% of DoDEA’s African-American 4th grade students performed at or above the Proficient achievement level and 3% at the Advanced level in Reading, as compared to 49% of the White students who performed at or above the Proficient level and 11% of the White students at the Advanced level.

In 2013, DoDEA’s African-American 8th grade students scored an average of 266, on the NAEP Reading Assessment, which is 16 points lower than the White students ‘average score of 282. DoDEA’s achievement gap of 16 points is narrower than the national public achievement gap of 25 points.

In 2013, 28% of DoDEA’s African-American 8h grade students performed at or above the Proficient achievement level and 1% at the Advanced level in Reading, as compared to 53% of the White students who performed at or above the Proficient level and 6% of the White students at the Advanced level.

In 2013, DoDEA’s African-American 4th grade students scored an average of 233, on the NAEP Mathematics Assessment, which is 16 points lower than the White students’ saverage score of 250. DoDEA’s achievement gap of 16 points is smaller than the national achievement gap of 26 points for their public school peers.

**2013 DoDEA NAEP Results/6-6-6**

In 2013, 25% of DoDEA’s African-American 4th grade students performed at or above the Proficient achievement level and 2% at the Advanced level in the Mathematics Assessment, as compared to 54% of the White students who performed at or above the Proficient level and 8% of the White students at the Advanced level.

In 2013, DoDEA’s African-American 8th grade students scored an average of 276, on the NAEP Mathematics Assessment, which was 20 points lower than the White students’ average score of 296. This performance gap was smaller than that in 1996 (28 points). DoDEA’s achievement gap of 20 points is narrower than the national achievement gap of 30 points for their public school peers.

In 2013, 21% of DoDEA’s African-American 8th grade students performed at or above the Proficient achievement level and 2% at the Advanced level in Mathematics, as compared to 47% of the White students who performed at or above the Proficient level and 10% of the White students at the Advanced level.

**DoDEA Hispanic Students**

In 2013, DoDEA’s Hispanic 4th grade students scored an average of 228 on the NAEP Reading Assessment, which is 7 points lower than the White students’ average score of 236. DoDEA’s achievement gap of 7 points is narrower than the national achievement gap of 24 points.

In 2013, 37% of DoDEA’s Hispanic 4th grade students performed at or above the Proficient achievement level and 6% at the Advanced level in Reading, as compared to 49% of the White students at or above the Proficient level and 11% of the White students at the Advanced level.

In 2013, DoDEA’s Hispanic 8th grade students scored an average of 274, on the NAEP Reading Assessment, which is 8 points lower than the White students’ average score of 282. DoDEA’s achievement gap of 8 points is less than the national achievement gap of 20 points for their public school peers.

In 2013, 41% of DoDEA’s Hispanic 8th grade students performed at or above the Proficient achievement level and 3% at the Advanced level in Reading, as compared to 53% of the White students who performed at or above the Proficient level and 6% of the White students at the Advanced level.

In 2013, DoDEA’s Hispanic 4th grade students scored an average of 240, on the NAEP Mathematics Assessment, which is 9 points lower than the White students’ average score of 250. DoDEA’s achievement gap of 9 points is less than the national achievement gap of 20 points for their public school peers.

In 2013, 37% of DoDEA’s Hispanic 4th grade students performed at or above the Proficient achievement level and 3% at the Advanced level in the Mathematics Assessment, as compared to 54% of the White students at or above the Proficient level and 8% of the White students at the Advanced level.

**2013 DoDEA NAEP Results/7-7-7**

In 2013, DoDEA’s Hispanic 8th grade students scored an average of 283, on the NAEP Mathematics Assessment, which is 13 points lower than the White students average score of 296. DoDEA’s achievement gap of 13 points is smaller than the national public achievement gap of 22 points.

In 2013, 30% of DoDEA’s Hispanic 8th grade students performed at or above the Proficient achievement level and 4% at the Advanced level in Mathematics, as compared to 47% of the White students at or above the Proficient level and 10% of the White students at the Advanced level.

**DoDEA Asian Students**

In 2013, DoDEA’s Asian 4th grade students scored an average of 235 on the NAEP Reading Assessment, which is 1 point lower than the White students’ average score of 236. For the nation, the Asian students’ average score is 237, 6 points higher than the White student’s average.

In 2013, 46% of DoDEA’s Asian 4th grade students performed at or above the Proficient achievement level and 10% at the Advanced level in Reading, as compared to 49% of the White students at or above the Proficient level and 11% of the White students at the Advanced level.

In 2013, DoDEA’s Asian 8th grade students scored an average of 279, on the NAEP Reading Assessment, which is 3 points lower than the White students’ average score of 282. For the nation, the Asian students’ average score is 280, 5 points higher than the White student’s average.

In 2013, 48% of DoDEA’s Asian 8th grade students performed at or above the Proficient achievement level and 5% at the Advanced level in Reading, as compared to 53% of the White students who performed at or above the Proficient level and 6% of the White students at the Advanced level.

In 2013, DoDEA’s Asian 4th grade students scored an average of 248, on the NAEP Mathematics Assessment, which is 2 points lower than the White students’ average score of 250. For the nation, the Asian students’ average score is 260, 10 points higher than the White students’ average of 250.

In 2013, 50% of DoDEA’s Asian 4th grade students performed at or above the Proficient achievement level and 8% at the Advanced level in the Mathematics Assessment, as compared to 54% of the White students at or above the Proficient level and 8% of the White students at the Advanced level.

**2013 DoDEA NAEP Results/8-8-8**

In 2013, DoDEA’s Asian 8th grade students scored an average of 301, on the NAEP Mathematics Assessment, which is 5 points higher than the White students average score of 296. For the nation, the Asian students’ average score is 308, 15 points higher than the White students’ average.

In 2013, 56% of DoDEA’s Asian 8th grade students performed at or above the Proficient achievement level and 14% at the Advanced level in Mathematics, as compared to 47% of the White students at or above the Proficient level and 10% of the White students at the Advanced level.
