On Camp Casey in Dongducheon May 8, Area I holds a farewell luncheon for Oxana Balakina, who since August 2014 has served as a sports specialist and fitness coordinator at Camp Casey in Dongducheon, with U.S. Army Garrison Red Cloud and Area I's Directorate of Family and Morale, Welfare and Recreation, and who moves to the United States.

During the luncheon, at the Indianhead Golf Course restaurant, several speakers praised Balakina for her passionate dedication and expertise she brought to her duties.

Lt. Col. Brian A. Jacobs, Commander, U.S. Army Garrison Casey, said Balakina was exceptionally passionate about her work, and was tireless and always friendly in helping Soldiers and civilians improve their physical fitness.

Command Sgt. Maj. Jason R. Copeland, USAG Casey's senior enlisted leader, drew laughter from the luncheon audience when he noted that in Balakina's fitness work with Soldiers, she held them to a rigorous standard.

Also during the luncheon, Balakina received two awards, one a Commander's Award for Civilian Service, awarded by Col. Brandon D. Newton, Commander, USAG Red Cloud and Area I, and presented by Jacobs.

Jacobs also presented Balakina a Korean Civilian Service Medal.

The Commander's Award for Civilian Service was awarded for Balakina's "outstanding and sustained superior service" as a Sports Specialist/Fitness Coordinator, according to the written citation that accompanied the award.

During her service with the garrison, Balakina "showed superior leadership and demonstrated total competence in planning and executing" Area I's fitness program.

The Korean Civilian Service Medal was awarded in recognition of her "dedicated service to Soldiers, civilians and family members," according to the accompanying written citation.
