Busan will operate a special safety control period through November 2 to ensure public safety during Halloween, when large crowds are expected to gather in major nightlife and entertainment districts.
The city’s special safety measures will focus on three key areas where heavy foot traffic is anticipated, particularly on Seomyeon Youth Street in Busanjin-gu, Millak Market and Gwangalli Beach in Suyeong-gu, and Gunam-ro in Haeundae.
To prevent crowd-related accidents, Busan has established a comprehensive situation room and is working in close coordination with the Ministry of the Interior and Safety, district offices, police, and fire authorities.
Since October 24, over 400 personnel from the city, police, and fire departments have been deployed to conduct safety inspections, identify potential hazards, and distribute leaflets promoting safe crowd behavior.
During the Halloween period, real-time monitoring will be conducted through CCTV and the city’s “Crowd Management Support System,” which analyzes crowd density and sends out safety alerts if congestion risks are detected.
On-site safety teams will be stationed in each major area from October 31 to November 2, with operations extending late into the night.
Temporary control centers will be set up near Bujeon Library in Seomyeon, the Gwangalli Living Culture Center, and along Gunam-ro in Haeundae to ensure rapid response to any emergencies.
The city is also working with local volunteer organizations such as autonomous safety patrols and neighborhood watch groups to carry out awareness campaigns, distribute safety information, and guide pedestrian movement.
City officials urged citizens to cooperate with safety personnel and follow guidance during the holiday weekend.
A Busan City representative stated, “We are working closely with all relevant agencies to ensure citizens can enjoy Halloween safely. We ask for everyone’s cooperation to prevent accidents and maintain a safe environment.”
